Under EU renewable-fuel rules, two electricity schedules can both receive zero electricity-GHG attribution yet differ by 239.465 tCO₂eq MW⁻¹ yr⁻¹ in modelled generation emissions—still 146.295 when using identical electricity on every date. Using a 1 MW, 3,615 MWh case with 2023 OMIE and 2024 Spanish profiles, the authors show RFNBO status does not identify a unique carbon outcome. None of 21 CertifHy units published complete electricity-provenance data, and ISCC vs REDcert functions diverge 5,709-fold on one input. They propose a two-layer evidence standard.

📝 gxceed 編集解説 — Why this matters

In the global GX context

This exposes a structural gap in EU RFNBO/RED III accounting: regulatory attribution does not equal physical carbon outcome, and certification bodies' calculation functions are not comparable. It speaks directly to ISSB/CSRD assurance debates and to how hydrogen offtake and production premiums should be substantiated for transition finance.

📄 Abstract(原文)

Two electricity-consumption schedules can receive the same zero electricity-GHG attribution under EU renewable-fuel rules while differing by 239.465 tCO₂eq MW−1 yr−1 in modelled generation-associated emissions. The difference remains 146.295 tCO₂eq MW−1 yr−1 when both schedules use exactly the same electricity on every calendar date. We establish these contrasts for a defined 1 MW, 3,615 MWh construction using 2023 OMIE market records and 2024 Spanish generation profiles. The finding matters beyond carbon accounting: RFNBO status now supports European production premiums, industrial procurement and investment decisions, yet a valid regulatory electricity attribution need not identify a unique temporal carbon outcome. The public evidence presents a second, independent problem. None of 21 eligible production/process units in a defined CertifHy census published the complete electricity-provenance and chronology information needed for the stated reconstruction test. Live ISCC reports for Nobian identify an 'Actual value' GHG method without publishing its numerical result and decision-relevant inputs. The examined published ISCC and REDcert calculation functions also differ by a factor of 5,709 on the same controlled one-hour-exceedance input. The results motivate a two-layer evidence standard: verify the applicable regulatory decision, and separately substantiate the physical-carbon outcome when that stronger claim is used for funding or purchasing.
