📄 Abstract(原文)

Carbon removal is increasingly moving from climate policy into everyday land management. Across Scotland and the wider UK, farmers and land managers are being approached about opportunities involving woodland creation, peatland restoration, biochar, perennial biomass crops and enhanced rock weathering. While discussions of carbon removal often focus on technologies and climate targets, the practical realities of participation are shaped by legal, regulatory and contractual arrangements. Drawing on recent research into the governance of greenhouse gas removals, including the UK Greenhouse Gas Removals Regulatory Review and the UKRI Greenhouse Gas Removal Demonstrators programme, this article considers carbon removal from the perspective of the farmer and land manager. The article is structured around five practical questions that farmers ought to consider before participating in a carbon removal scheme: Why is carbon removal becoming relevant to farmers? What exactly are farmers signing up to? Who gets the benefits and who carries the risks? How long could participation affect farm management? And why do clear rules matter? Through these questions, the article argues that carbon removal is less a question of novel climate technologies than of navigating existing frameworks of planning, environmental regulation, agricultural policy, land law and private contractual governance. The central finding is that confidence is emerging as the critical condition for participation. Farmers are more likely to engage where they understand the benefits, obligations and risks associated with a scheme, and where legal and regulatory arrangements are sufficiently clear and stable to support long-term decision-making. The success of carbon removal therefore depends not only on scientific and technological innovation, but also on the development of governance arrangements capable of providing transparency, certainty and trust for those making decisions at the farm gate.
