<p>Attaining net-zero emissions within Indonesia's steel sector by 2060 is a core strategic imperative that necessitates a comprehensive, ecosystemic transformation. This paper examines the challenges and pathways for decarbonizing the Indonesian steel industry, a "hard-to-abate" sector that currently relies on coal-based operations for over 60% of its energy mix. Adopting a mixed-methods approach, the research underscores that isolated corporate efforts are insufficient; instead, a robust synergy between technological innovation, policy reform, and strategic financing is required to overcome inherent industrial complexities.</p> <p>Key technological drivers identified include the implementation of Carbon Capture, Utilization, and Storage (CCUS) clusters, the transition toward Hydrogen-Based Direct Reduction (H2-DR), and the expansion of Electric Arc Furnaces (EAF) powered by renewable energy. Furthermore, the study argues for strengthening national carbon pricing mechanisms, leveraging international funding initiatives such as the Just Energy Transition Partnership (JETP) and the Asia Zero Emission Community (AZEC), and implementing green procurement policies to guarantee a market for low-carbon steel. By integrating these strategic pillars through a phased roadmap, focusing on energy efficiency in the short term and green hydrogen scaling in the long term, Indonesia can transform its steel sector from a primary industrial emitter into a competitive leader of the green industrial revolution.</p>
