This paper proposes a multi-site stochastic planning framework where dispersed renewable energy bases jointly supply a green hydrogen–ammonia production base via inter-site transmission. A two-stage stochastic program solved by multi-cut Benders decomposition optimizes location and capacities of wind, PV, transmission, electrolyzers, storage, and ammonia synthesis. Case studies show improved economics and reduced hydrogen storage balancing needs versus single-site planning by exploiting spatial complementarity.

In the global GX context
Global decarbonization strategies increasingly rely on green hydrogen and ammonia for hard-to-abate sectors, with cross-border supply chains emerging. This work contributes to the planning literature by integrating spatial complementarity and stochastic optimization, relevant to international hydrogen trade and renewable energy base development under frameworks like the EU Hydrogen Strategy and Japan's GX policy.

📄 Abstract(原文)
Green hydrogen–ammonia production offers a promising pathway for large-scale renewable energy utilization and the decarbonization of energy-intensive industries. The geographical mismatch between renewable resources and suitable industrial locations creates a key challenge for the coordinated planning of renewable energy and green hydrogen–ammonia production. This paper proposes a multi-site stochastic planning framework in which multiple renewable energy bases jointly supply a hydrogen–ammonia production base through inter-site transmission. A location and capacity optimization model is developed to determine the production-base location and the capacities of wind power, photovoltaic generation, inter-site transmission, electrolyzers, hydrogen storage, and ammonia-synthesis facilities while maintaining electricity, hydrogen, and ammonia balances. The resulting two-stage stochastic program is solved using a multi-cut Benders decomposition method that separates location-and-capacity decisions from scenario-based operational subproblems. Case studies show that the proposed framework exploits the spatial complementarity of geographically dispersed renewable resources. Compared with conventional single-site planning, it improves system economics and reduces the balancing requirement for hydrogen storage by coordinating local renewable supply with remote power delivery.
