📄 Abstract(原文)

Russia’s invasion of Ukraine highlights the nexus between energy and security for Europe and Japan. Energy security has been disrupted for Western countries as they have imposed sanctions on Russia, and that retaliated. The “influence effect” of trade has occurred as both have tried using dependence (supply or demand dependence) to influence the other’s policies. The nexus has also occurred with the “supply effect” as continued dependence on Russian energy imports has funded Russia’s war effort. This chapter analyses these dimensions but focuses on an emerging dimension: the nexus between RE and military security. Russia has attacked Ukraine’s centralised fossil-fuelled electric power generation facilities and electricity grid, and endangered its nuclear power plants, risking catastrophe. This chapter explains the advantages of shifting to RE, not only by reducing asymmetrical dependence on unreliable partners and geopolitical rivals but also by reducing the ability of adversaries to attack vital electricity infrastructure. The EU and Japan should cooperate to enhance their own security by accelerating the transition to RE and to reduce China’s dominance in most renewable energy technologies.
