English

Using Poland's Household Budget Survey, this study analyzes long-term energy expenditure trends and constructs a multidimensional energy poverty (EP) index. K-means clustering identifies two dominant expenditure profiles (electricity–gas and district heating), while logistic regression shows EP stems from interacting economic, social, and housing factors—not low income alone. Higher education and labor participation reduce EP risk; non-labor income and solid-fuel heating raise it. Declining expenditure shares do not signal improved welfare, supporting integrated social protection with energy-efficiency and low-carbon heating investment.

In the global GX context

As CSRD/ISSB disclosure and transition finance increasingly demand social safeguards, this paper offers empirical grounding for the 'just transition' dimension of climate policy. It shows expenditure-based metrics understate energy poverty, relevant to EU energy-crisis policy and to disclosure frameworks weighing affordability impacts of decarbonization.

📄 Abstract(原文)

Rising energy prices, the recent energy crisis, and the low-carbon transition have intensified concerns about household energy affordability and exposed the limitations of expenditure-based measures of energy poverty. This study provides an integrated assessment of household energy expenditures and multidimensional energy poverty in Poland, combining long-term expenditure trends, energy consumption profiles, and socioeconomic determinants. Using nationally representative data from the Polish Household Budget Survey (Statistics Poland), we apply trend and elasticity analysis, k-means cluster analysis, and logistic regression to identify expenditure patterns, construct a multidimensional Energy Poverty (EP) index, and determine the factors associated with energy poverty risk. Cluster analysis reveals two dominant expenditure profiles (electricity–gas and district heating), differentiated by place of residence, income, and education; a small solid-fuel profile is identifiable only in 2023. Regression results show that energy poverty arises from the interaction of economic, social, and housing-related factors rather than low income alone. Higher educational attainment and labor market participation significantly reduce the likelihood of multidimensional energy poverty, whereas reliance on non-labor income and solid-fuel heating substantially increases it; disposable income declines monotonically with EP severity. A leave-one-dimension-out sensitivity analysis indicates that these associations are not artifacts of the index’s construction. A declining expenditure share should not be interpreted as improving welfare, as expenditure-based indicators may underestimate energy poverty by overlooking material deprivation and housing conditions. The findings support integrated policies combining targeted social protection with investments in residential energy efficiency, housing modernization, and low-carbon heating technologies.
