The International Energy Agency's (IEA) World Energy Outlook series serves as the core reference document for global energy policy-making. However, the IEA's energy outlook framework has always prioritized "energy security" and has failed to adequately incorporate climate carrying capacity as a physical hard constraint. "Energy security" is defined as "access to adequate, reliable, and diversified energy supplies at affordable prices"——a human-centric definition that ignores the physical limits of the Earth system regarding energy metabolism: the waste heat emissions from fossil fuel combustion cannot indefinitely exceed the atmosphere's radiative cooling capacity, and the carbon sink's absorption of CO₂ cannot indefinitely exceed its biogeochemical capacity. Based on the complete theoretical system of Prim-Lex Theory (Economic Climatology)——the Fourfold Prim-Fire (Physical Prim-Fire, Animal Prim-Fire, Plant Prim-Fire, and Prim-Fire of Mind), the GC⁴A three-tier governance architecture, the Five-Element dynamic coupling equations, the Eight-Dimensional Framework, and the Prim-Nexus Guidance——this paper proposes to reconstruct the global energy governance framework using the REMC (Regional Economic Metabolism Cap) model and the GCSOS (Global Climate Safe Operating Space) framework. It redefines "energy security" as "the sustainable operational capacity of the energy system under the hard constraints of climate carrying capacity," and proposes the concept of "energy metabolic deficit"——converting each country's energy consumption structure into REMC metabolic deficit accounting. This paper designs an eight-dimensional optimization scheme for renewable energy layout——using GCSOS three-color zoning to guide the global spatial configuration of solar, wind, geothermal, and other renewable energy sources. Using the 2026 IEA World Energy Outlook and World Energy Investment Report as the policy window, it demonstrates that climate carrying capacity should become the new defining dimension of energy security. This paper systematically elaborates the specific applications, mathematical expressions, data collection sources, and empirical cases of each dimension of the Eight-Dimensional Framework in energy governance, providing a complete mathematical foundation and operational pathway for the transition of global energy governance from "fossil energy security" to "renewable energy security under climate carrying capacity constraints."
