The adoption of Climate Law (No. 7552) marks an important milestone in Türkiye’s climate governance. Yet, many critics view the legislation as a product of economic pragmatism rather than ecological urgency. By analyzing the Turkish Parliament’s Environment Committee proceedings through a critical political economy lens, this research aims to uncover the perceptions of the key stakeholders on Türkiye’s climate policies and their underlying interests that influence the architecture of this legislation. While the government and business associations frame the Law as a vital safeguard against the European Union’s Carbon Border Adjustment Mechanism, the opposition members and civil society point to a “pro-capital” bias that ignores the social costs of transition and inherent risks of market-based decarbonization. The findings suggest that the Law primarily functions as a strategic tool designed to maintain international market access for export-oriented capital fractions. Moreover, the Law’s centralized governance structure reinforces strategic state-capital alliance in Türkiye, which reduces climate policy as a top-down bureaucratic initiative rather than an inclusive, participatory process.
