English

Using Chinese city panel data (2011–2023), this study compares how formal (FER) and informal (IER) environmental regulation affect green innovation (GI). FER promotes GI while IER shows a U-shaped relationship. Climate policy uncertainty weakens FER's positive effect and strengthens IER's inhibitory effect, and FER's benefit declines once physical climate risk exceeds a threshold. Effects vary by region, development level, and resource endowment.

In the global GX context

Adds empirical nuance to the policy-mix literature by showing that climate policy uncertainty and physical risk condition the innovation response to regulation—relevant to debates on carbon pricing design and transition policy credibility under TCFD/ISSB-aligned risk disclosure.

📄 Abstract(原文)

As global carbon neutrality targets continue to advance, countries are increasingly investing in green technology innovation to balance economic development and environmental protection. Green innovation (GI) has therefore become a key priority for regions pursuing sustainable development. While existing studies have examined individual environmental regulations in isolation, few studies have compared their heterogeneous effects within a unified analytical framework. Furthermore, the moderating and threshold effects of climate-related external shocks remain insufficiently explored. To address these gaps, this study uses panel data from Chinese cities between 2011 and 2023 to examine the differential effects of formal environmental regulation (FER) and informal environmental regulation (IER) on GI. Moderation and threshold models are employed to investigate the roles of climate policy uncertainty(CPU) and physical climate risk. The results show that: (1) FER significantly promotes GI, whereas IER exhibits a U-shaped relationship with GI; (2) climate policy uncertainty weakens the positive effect of FER on GI and strengthens the inhibitory effect of IER on GI; (3) the positive effect of FER on GI declines after physical climate risk exceeds the identified threshold values; and (4) the effects of FER and IER vary across regions, development levels, and resource availability.
