English
Using IAEA's FINPLAN, this study tests whether an illustrative 1,400 MW CCGT IPP in Peninsular Malaysia is bankable under an unrecovered carbon price and early retirement. The minimum bankable tariff of 31.6 sen/kWh is set by lenders' 1.20 DSCR covenant, not shareholders. A carbon price of ~RM58/tCO2 without pass-through breaks debt service, and retiring before the 2044 PPA end strands up to RM2.2 bn of debt.

📝 gxceed 編集解説 — Why this matters
In the global GX context
Speaks directly to global transition-finance debates on gas as a bridge asset: it quantifies how carbon pricing and lender covenants—not equity returns—determine bankability, informing TCFD/ISSB transition-plan disclosure and stranded-asset risk assessment for gas-fired generation.
📄 Abstract(原文)
Presentation delivered at the Energy Modelling Platform for Asia-Pacific (EMP-APAC) 2026, FINPLAN track, Bangkok, 23 October 2026. Malaysia's coal generation exit makes new combined-cycle gas turbine (CCGT) plants the bridge for Peninsular supply, but the system models that select these plants rarely test whether they can be financed. Using the IAEA FINPLAN model, this presentation tests an illustrative 1,400 MW CCGT independent power producer against an unrecovered carbon price and early retirement. The minimum bankable tariff is 31.6 sen/kWh (2026 prices), set by lenders' 1.20 debt-service coverage covenant rather than by shareholders. A carbon price of about RM58/tCO2 that is not passed through leaves the plant unable to service its debt, and retiring before the power purchase agreement ends in 2044 strands up to RM2.2 bn of debt.
