This paper examines Blue Sukuk as an innovative Islamic sustainable finance instrument for financing sustainable marine and coastal development in MENA. It develops an integrated Blue Sukuk Sustainable Finance Framework (BSSFF) linking Shariah-compliant capital mobilisation to eligible blue activities such as sustainable fisheries, marine renewable energy, ports and shipping, coastal resilience, and blue-carbon ecosystems. The analysis identifies six foundations for credible Blue Sukuk—Shariah integrity, Blue Economy eligibility, marine-specific ESG assessment, financial structuring, transparent impact measurement, and SDG alignment—and highlights the need for credible blue taxonomies, coordinated governance, regulatory harmonisation, and external verification.

In the global GX context
This paper contributes to the global sustainable finance discourse by extending green bond frameworks into the blue economy and integrating Islamic finance with ESG principles. It offers a model for how disclosure and verification mechanisms can be adapted for marine and coastal projects, relevant to ISSB and CSRD discussions on natural capital and ocean-related impacts.

📄 Abstract(原文)
The transition towards a sustainable Blue Economy requires innovative financing mechanisms capable of mobilising long-term capital while simultaneously generating environmental, social and economic value. This challenge is particularly significant in the Middle East and North Africa (MENA), where extensive coastlines, marine resources, strategic ports, fisheries, tourism and emerging marine industries offer substantial economic opportunities but are increasingly exposed to climate change, pollution, biodiversity loss, coastal erosion and other environmental pressures. This paper examines the potential of Blue Sukuk as an innovative Islamic sustainable finance instrument for financing sustainable marine and coastal development across the MENA region. Drawing upon literature on Islamic finance, sustainable finance, environmental, social and governance (ESG) integration, Blue Finance, Green Sukuk and ocean sustainability, the study develops an integrated Blue Sukuk Sustainable Finance Framework (BSSFF). The framework connects Shariah-compliant capital mobilisation with eligible blue activities, including sustainable fisheries and aquaculture, marine renewable energy, sustainable ports and shipping, coastal resilience, blue-carbon ecosystems, marine conservation, sustainable tourism, water and wastewater infrastructure and marine waste management. The paper argues that Blue Sukuk could provide MENA economies with a distinctive financing mechanism combining Islamic ethical finance with measurable environmental and socioeconomic outcomes while supporting economic diversification and the Sustainable Development Goals (SDGs). The analysis identifies six foundations for credible Blue Sukuk: Shariah integrity, Blue Economy eligibility, marine-specific ESG assessment, appropriate financial structuring, transparent impact measurement and strategic alignment with the SDGs and national sustainability priorities. However, successful market development will require credible blue taxonomies, coordinated Shariah and sustainability governance, regulatory harmonisation, transparent disclosure, external verification, specialist human capital and pipelines of bankable blue projects. The study concludes by proposing an enabling Blue Sukuk ecosystem involving governments, regulators, Islamic financial institutions, institutional investors, development organisations, universities, marine scientists and industry. The proposed framework extends Islamic sustainable finance literature beyond conventional green investment towards ocean stewardship, natural-capital protection and sustainable marine development.
