English

Brexit created the UK ETS and a UKA futures market separate from the EU ETS. This study tests whether this institutional change fragmented liquidity previously concentrated in EUA futures. Following the UKA launch, EUA futures liquidity deteriorated significantly—lower volume, wider relative spreads, greater price impact—while open interest stayed broadly stable.

In the global GX context

As carbon markets proliferate (EU ETS, UK ETS, CBAM, Japan's GX-ETS), this paper offers rare empirical evidence on how institutional fragmentation—here via Brexit—erodes liquidity in the incumbent market. It informs global debates on linking versus splitting carbon markets and on the financialization of carbon pricing under ISSB/TCFD disclosure regimes.

📄 Abstract(原文)

The separation of the United Kingdom from the European Union Emissions Trading System (EU ETS) led to the creation of a national carbon-pricing instrument, the UK Emissions Trading Scheme (UK ETS), and a corresponding futures market for UK Allowances (UKAs). This study investigates whether this institutional change fragmented liquidity previously concentrated in the European Union Allowance (EUA) futures market. Specifically, we analyse whether trading volume, open interest, bid-ask spreads and the Amihud illiquidity measure shifted following the introduction of the UKA futures market and whether their trajectories subsequently changed. The results indicate a significant deterioration in EUA futures market liquidity following the launch of the UKA futures market reflected in lower trading volume, wider relative spreads and greater price impact, while open interest remained broadly stable.
