For centuries, the Arctic has been perceived as a resource storehouse for the world; only during the last decades, the resources in question have mainly been understood in terms of the region’s massive oil and gas reserves. However, in the interplay of changes in energy markets and increasing awareness of the detrimental impacts of climate change, the framings of the Arctic as the fossil fuel province of the world have gradually shifted toward emphasizing the role that the region’s renewable energy potential and critical raw material reserves can have in supporting the transition to a low-carbon world. Despite its manifold resource wealth, communities and regions within the diverse Arctic remain unevenly equipped to secure their access to affordable and environmentally and socio-culturally acceptable energy supplies. For many of these communities, transition to renewable energy sources can serve to alleviate energy poverty concerns. For others, large-scale developments in the renewable energy and critical raw materials sectors threaten communities, living environments, and livelihoods whose importance cannot be reduced to monetary terms. This chapter delves into the complex interplay of different scales, interests, and events that are at play in shaping the diversity of the Arctic and its energy, both again in transition.
