Indonesia's net-zero 2060 goal requires moving away from coal, yet perceived high returns and low risks keep investment flowing into the sector. Using a risk-return framework, the chapter identifies six factors lowering coal investment risk (resource abundance, established infrastructure, oligarchic and government interests, financier familiarity, low reputational risk, stranded-asset paradox) and four factors raising coal finance returns above renewables (demand, explicit/implicit subsidies, technological maturity, institutional arrangements). It proposes priority policy and financial interventions to reshape risk-return profiles and accelerate coal divestment.

In the global GX context
This chapter adds to global transition-finance scholarship by showing how risk-return distortions sustain coal finance in an emerging economy, offering a framework relevant to TCFD/ISSB transition-plan disclosures and to development finance institutions designing coal phase-out mechanisms.

📄 Abstract(原文)
Indonesia has set an ambitious agenda to achieve net-zero emissions by 2060. Shifting away from coal is necessary for Indonesia to achieve this target. However, coal plays a major role in the current development agenda, as it is a main energy source. The dominance of coal is supported by massive investment flows toward the sector. Previous studies have examined the factors of sustained investment individually. In contrast, this chapter proposes the hypothesis that the coal industry’s perceived high financial returns and low risks cause massive investment flows and deter coal divestment. To prove this hypothesis, it employs the risk-return framework. The results identified six factors reducing the risk of coal investment: abundant resources; established and long-standing infrastructure; oligarchic dominance and governments’ vested interests; financial institutions’ familiarity with technologies and projects; low reputation risks; and the paradox of stranded assets. They also identified four factors that make the return of coal finance higher than that of renewable finance: high demand for coal and coal power, explicit and implicit subsidies, technological maturity, and institutional arrangements. Based on these findings, this chapter provides priority policy and financial interventions to change risk-return profiles and accelerate coal divestment.
