In the global GX context

This review adds to global scholarship on regional electricity integration and cross-border decarbonization, offering a comparative framework against EU and African models. It is relevant to ISSB/TCFD-aligned transition planning for multinationals operating in Southeast Asia, and to debates on digital market coupling and climate-resilient energy security.

📄 Abstract(原文)

This article presents a critical review of the ASEAN Power Grid (APG) and its evolving role in supporting regional electricity integration, renewable energy deployment, energy security, and decarbonization across Southeast Asia. The study examines the transition from bilateral cross-border interconnections toward multilateral electricity trading and a more digitally integrated regional electricity market. Based on a PRISMA-guided review of 108 publications , the paper integrates infrastructure development, renewable energy potential, institutional coordination, financing, and digitalization within a unified analytical framework. It introduces the reliability–sovereignty trade-off , a three-layer digitalization architecture , and a dual-pillar energy security framework based on climate resilience and strategic autonomy. The review also compares ASEAN with European and African regional electricity integration models and proposes a phased strategic roadmap toward deeper regional market integration through 2050. The findings highlight the importance of geographic renewable-energy complementarity, cross-border transmission expansion, digital market coupling, AI-based forecasting, HVDC technologies, regulatory coordination, and innovative financing mechanisms for transforming the ASEAN Power Grid into a flexible, resilient, and low-carbon regional electricity system.
