Abstract Modern economies rely on abundant and reliable energy for industrial applications, transportation, AI, digital infrastructure, and household needs. Oil and gas have contributed significantly to the energy supply portfolio, and unless there is a breakthrough in commercializing fusion or other major energy sources, developing additional oil and gas resources while pursuing decarbonization remains critical. This paper reviews California's Outer Continental Shelf (OCS) oil and gas sector, with decarbonization as a framework for addressing rising energy demand—including demand driven by AI—while meeting both climate and development goals.
