📄 Abstract(原文)
To achieve the net-zero emission target by 2050, Laos needs to mobilize significant funds for these investments. The development of the carbon credit market is a key tool for mobilizing funds and achieving the net-zero emission target. However, the carbon credit market is not active and faces several challenges. Additionally, a few studies have examined the development of the carbon credit market in Laos. The primary objective of this study is to examine the current state, opportunities, and challenges of carbon credit market development in Laos. Our findings show that Laos has significant opportunities to develop an active and effective carbon credit market. However, it faces several challenges, including the regulatory framework; land tenure insecurity and benefit-sharing; measurement, reporting, and verification; carbon accounting difficulties; Technical Expertise and Institutional Capacity; Heavy Reliance on Forestry with Leakage Risks; and financial sector readiness and risk management. Therefore, it is crucial to overcome those challenges. Additionally, Laos presents significant opportunities for both the voluntary and compliance carbon markets. Laos has rich forestry resources for implementing the REDD mechanism. Laos has abundant hydropower resources, which can support the issuance of Renewable Energy Certificates (RECs). Laos&s;s way forward includes improving voluntary carbon market, developing RECs, considering the implementation of an Emission Trading System, and implementing a carbon tax. Moreover, improving the institution&s;s capacity and human resources, as well as integrating the carbon market with the ASEAN mechanism, is crucial for Laos.
