English

Oman's first large-scale SuperESCO project, delivered by OQ Alternative Energy, bundles investment-grade audits, financing, procurement and performance assurance under Energy Performance Contracts for refinery and industrial facilities. Measures such as chilled water optimization, HVAC and AHU controls, LED retrofits and digital energy monitoring are projected to cut annual electricity use by over 22 GWh (~27% of baseline building energy), with IPMVP-based M&V to validate results. The paper argues the model is scalable across the GCC.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Industrial energy efficiency is a core lever for Scope 1/2 targets under ISSB/CSRD disclosure, yet capital and performance-risk barriers persist. This GCC case shows how EnPC-based delivery models can unlock refinery decarbonization without upfront capex, offering a transferable structure for transition finance and industrial decarbonization policy beyond Europe.

📄 Abstract(原文)

Industrial energy efficiency remains one of the most cost-effective pathways for reducing greenhouse gas emissions within the oil and gas sector. Despite the technical maturity of many energy conservation measures (ECMs), implementation across refinery and petrochemical facilities continues to be constrained by capital allocation priorities, fragmented project ownership, performance risk, and limited internal engineering resources. These barriers frequently result in economically attractive projects remaining unimplemented despite favorable investment returns. To address these challenges, OQ Alternative Energy (OQAE) has developed and implemented Oman's first large-scale SuperESCO project for industrial facilities. Unlike conventional engineering procurement approaches, the SuperESCO model centralizes project development, technical due diligence, financing, procurement, implementation, and long-term performance assurance under a single delivery organization using Energy Performance Contracts (EnPCs). This approach transfers technical and performance risks away from refinery operations while enabling implementation without upfront capital expenditure by the facility owner. The project commenced with comprehensive Investment Grade Audits (IGAs) across refinery and associated industrial facilities within the Sohar industrial complex. Detailed engineering assessments identified a portfolio of energy conservation measures including chilled water optimization, HVAC control improvements, air handling unit optimization, ventilation system upgrades, LED lighting retrofits, digital energy monitoring platform, and advanced building automation. Projected annual electricity savings exceed 22 GWh, representing approximately 27% reduction in baseline building energy consumption, together with significant reductions in operational expenditure and carbon emissions. These projections are based on detailed engineering assessments and will be validated through post-implementation Measurement and Verification (M&V) using the International Performance Measurement and Verification Protocol (IPMVP). As implementation progresses, early observations indicate that the SuperESCO delivery model provides substantial advantages beyond energy reduction alone. These include accelerated project delivery, improved procurement efficiency, standardized technical solutions, enhanced governance, and stronger alignment between commercial incentives and operational performance. This paper presents the project development methodology, engineering approach, commercial framework, and early implementation experience from Oman's first refinery-based SuperESCO project. It further discusses how this model may provide a scalable framework for deploying industrial energy efficiency projects throughout the Gulf Cooperation Council (GCC), supporting regional decarbonization objectives while maintaining operational reliability and competitiveness.
