English

A reply defending a reappraisal of UK electricity decarbonisation pathways. Using real generation data and simplifying approximations, the authors argue added electrification has shown no proven contribution to cutting fossil carbon emissions, and that benefits scale with the fraction of time renewables are in surplus rather than average carbon intensity. Accelerating low-carbon generation would make electrification useful sooner.

📝 gxceed 編集解説 — Why this matters

In the global GX context

This debate sharpens how marginal carbon intensity and renewable surplus should frame electrification timing—directly relevant to grid decarbonisation and scope 2 accounting assumptions under TCFD/ISSB disclosure.

📄 Abstract(原文)

Abstract What is central to climate change mitigation is to stop using fossil fuels. The essential, unequivocal requirement is to replace them by non-fossil primary sources of energy such as wind and nuclear. Our paper analysed real generation data and used simplifying approximations (not assumptions) to show that extra electrification has made no proven contribution to reducing fossil carbon emissions. Our conclusion was therefore that electrification is being undertaken too early. There are better immediate uses for the resources it consumes, such as expanding nuclear and renewable generation more quickly. Staffel et al in their Comment disagree. However, their arguments are based on several misconceptions prevalent in the literature that they rely on. Notably, they claim that the relevant marginal carbon intensity of British electricity is half that of unabated natural gas. This factor of a half should be close to unity. The Comment supposes that added demand will be met partly by energy storage and demand-side response—but this overlooks the fact that these are not primary energy sources; their only important contribution to meeting average demand is the exploitation of surpluses of renewable energy that would otherwise be curtailed. The only primary source envisaged to increase significantly to meet extra average demand under current policies is gas. Our model makes it easy to understand why benefits of electrification scale not with electricity’s average carbon intensity but with the fraction of time that renewable energy is in surplus—and even after decarbonisation under current policies that will only be half the time. Our model shows that accelerating the expansion of low-carbon energy will make electrification useful sooner. Clarifying these basics is indeed important, both for policy, and for restoring the public trust that is being damaged by current policies. This will enable the UK public to better accept the much-needed policies of net zero and thus increase the likelihood that Government will successfully implement them.
