📄 Abstract(原文)

ABSTRACT Climate finance is increasingly central to sustainable development in Sub‐Saharan Africa (SSA), yet its effectiveness remains uncertain. This study examines how social, environmental, and economic outcomes respond to climate finance with institutional readiness modeled as an endogenous, co‐evolving dimension of the development process. The analysis uses a PVAR‐X model for 48 countries from 2000 to 2022 and distinguishes cumulative mitigation and adaptation finance. The most immediate and consistent responses appear in the social dimension. Higher levels of climate finance, and especially mitigation finance, are associated with rapid improvements in access to basic services. Emissions‐growth responses are limited and short‐lived. Economic responses are small and persistently negative, at roughly a tenth to a fifth of a percentage point of growth across the horizon, with patterns consistent with transition and reallocation costs. Institutional readiness responds significantly to climate‐finance shocks on impact, negatively under the baseline ordering, and its estimated links to social and economic outcomes are weak and frequently statistically insignificant. It is therefore best interpreted as a co‐evolving institutional condition whose role varies across outcome systems. Policy efforts should focus on strengthening absorptive and governance capacities so that financial commitments translate into sustained development outcomes.
