English
Using a multiregional input-output model, this paper estimates global carbon emission savings from scaling up proven mitigation technologies via North-South and South-South technology transfers, based on differences in emissions intensity. Depending on the scenario, potential savings range from 13% to 91%, highlighting both the room to leverage leading-country technologies and large sector- and country-level efficiency gaps. It quantitatively supports enhanced industrial energy efficiency as key to closing the BAU-to-Paris gap.

In the global GX context
The paper speaks to global transition finance and disclosure debates by quantifying how cross-border technology transfer could close the emissions-intensity gap, complementing TCFD/ISSB-style transition planning. It offers evidence that sector- and country-level efficiency differences represent a large, actionable mitigation lever for multinational supply chains.

📄 Abstract(原文)
The options to bridge the gap between business-as-usual (BAU) and the 1.5–2°C target of the Paris Agreement emphasise the key importance of enhanced energy efficiency in industry, among other strategies. The paper aims to measure the potential reduction in global carbon emissions that would be triggered if measures that have proven to have significant mitigation potential for emissions reductions elsewhere were scaled up globally through technology transfers. Using a multiregional input-output model and under several scenarios of technology transfers (North-South and South-South) regarding differences in emissions intensity, the authors find potential emissions savings that range between 13% and 91%, which points not only to the room for leveraging technologies implemented in leading countries, but also to the relevant existing differences in emissions efficiency at sector and country levels.
