English
Sierra Leone faces very low electricity access yet ambitious green-growth goals featuring solar. Using sociotechnical imaginaries, the paper examines competing narratives: large hydropower with auxiliary solar, solar mini-grids, and household-scale solar. It argues all have a place but must reflect diverse communities' geographic and economic realities.

📝 gxceed 編集解説 — Why this matters
日本のGX文脈において
日本企業・政策にとって直接の接続は薄いが、新興国での分散型太陽光・ミニグリッド展開は、商社や電力事業者の海外GX事業、JCM(二国間クレジット)案件形成の参考になる。
In the global GX context
Adds a Global South, justice-oriented lens to energy transition scholarship, complementing TCFD/ISSB disclosure work by showing how transition pathways are socially contested rather than purely technical.

📄 Abstract(原文)
Sierra Leone is faced with complex energy challenges, including very low rates of access to electricity. Nevertheless, ambitious goals have been set for the country through the Energy Transition and Green Growth Plan. Opportunities for solar energy deployment feature prominently in these goals, although they are clearly imagined in very different ways by the various energy sector actors. Some see large-scale hydropower as the future backbone of the electricity system, with opportunities for deploying solar photovoltaic energy in an auxiliary role. Others emphasise the potential of solar mini-grids. Still others see the greatest potential in household-scale solar systems to meet basic energy needs. In this article, we use the concept of sociotechnical imaginaries to examine these competing narratives. We argue that all of these technologies have their place in the future energy landscape of the country, but the vastly different geographical and economic realities and needs of diverse communities need to be duly considered when shaping the future energy landscape.
