This paper proposes an advanced integrated cross-sectoral model for formulating government strategies on energy consumption management to reduce greenhouse gas emissions toward net-zero. The model addresses multiple sectors simultaneously, enabling optimized policy design. It offers a framework applicable to national net-zero strategies globally.
