This chapter examines green grabbing amidst democratic regression through Indonesia’s geothermal development in Poco Leok, East Nusa Tenggara. While green grabbing – resource dispossession legitimised through environmental narratives – is often associated with authoritarian contexts, this study shows how it operates within regressive democracies. Drawing on political ecology and democratisation scholarship, this chapter identifies two interlinked mechanisms: (1) a legal-institutional framework that facilitates land appropriation by weakening environmental and participatory safeguards, and (2) the criminalisation of Indigenous and journalistic resistance. These dynamics reveal how shrinking civic space and elite legal manipulation legitimise dispossession under sustainability discourses. The Poco Leok case demonstrates how international climate investments can exacerbate inequality and conflict when democratic safeguards are fragile. Contributing to debates on energy transition justice, this chapter argues that climate finance must be grounded in political accountability. Democratic regression not only erodes civil liberties but also enables new forms of extractivism under green transition agendas.
