📄 Abstract(原文)

Maritime transportation is integral to global trade and a major emitter of air pollution. However, the sector is governed by numerous jurisdictions and at many scales, rendering effective regulations a complex challenge. In this dissertation, I use expert elicitation, policy analysis, and spatial emissions modeling to inform some aspects of policy and practice within the sector and beyond. Chapter 2 presents an expert elicitation study of 149 world-leading experts on key uncertainties in shipping decarbonization. Experts project that shipping is on track to meet its 2030 carbon-intensity targets but unlikely to reach net zero by 2050. They suggest that decarbonization will depend on short-term operational measures and long-term alternative energy sources, with technologies supporting both, but will vary by ship type because of differences in governance and business operations. Two key insights from this study guide the dissertation’s later chapters. In Chapter 3, I examine LNG as a medium-term fuel. In Chapter 4, I conduct an empirical study of green corridors and their role in regulating pollution from maritime transportation. Chapter 3 presents a policy analysis of methane mitigation from natural gas as a marine fuel. Drawing on semi-structured interviews and critical review, it shows that although natural gas offers air quality benefits, its climate benefits are uncertain because of methane slip. Simultaneously, it complies with regulations yet risks locking shipping into a fossil gas-based energy system incompatible with net zero. The chapter finds global regulatory instruments with flexible implementation are best suited to reducing fugitive methane, while market-based mechanisms and informational governance can improve cost-effectiveness and awareness. Using Canada as an empirical case, Chapter 4 characterizes green shipping corridors, identified in Chapter 2 as a key driver, as bilateral maritime routes within Canada and between Canada and other countries. Using a high-resolution spatial emissions inventory, it identifies the highest-emitting routes associated with Canada and highlights where action could most efficiently reduce both GHG and air pollutant emissions affecting near-shore communities. It shows that emissions from Canada’s domestic shipping are nearly triple previous estimates, with 70% occurring near shore, and provides an IPCC-aligned methodological framework applicable to other countries.
