This paper proposes a novel alternative to the Social Cost of Carbon (SCC) for setting carbon prices, based on near-term net-zero pathways. Unlike the conventional SCC, which relies on long-term discount rates and high uncertainty, this approach aligns carbon prices with policy-defined net-zero trajectories, offering a more practical and policy-relevant benchmark. The framework provides both theoretical grounding and practical implications for carbon pricing design.
