English

This study evaluates the coupling coordination among policy, industry, and import security in Japan's hydrogen strategy from 2017 to 2025 using entropy weighting and a coupling coordination degree model, adding a geopolitical-risk impulse factor. Results show moderate-to-high coupling but persistently low coordination, with divergence after 2022. The framework offers a transferable approach for assessing hydrogen transition sustainability in energy-constrained economies.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Japan's hydrogen strategy is central to its GX and energy security agenda, and this paper's coordination framework helps assess transition risks and opportunities relevant to TCFD/ISSB disclosure and transition finance. It adds a geopolitical-risk lens to hydrogen transition scholarship, useful for global comparisons of energy-constrained economies.

📄 Abstract(原文)

Japan’s hydrogen strategy faces three interrelated challenges in policy support, industrial deployment, and import security. This study builds a three-system framework covering policy, industry, and import security, and evaluates their coupling coordination in Japan from 2017 to 2025 using an entropy-weighted method and a coupling coordination degree model. A geopolitical impulse weighting factor based on Japan’s annual geopolitical risk index is further introduced to examine how external shocks reshape coordination. Results show moderate-to-high coupling but persistently low coordination. The policy and industry subsystems show partial co-movement in the earlier period but diverge more clearly after 2022, while the unweighted import-security subsystem also weakens after peaking around 2022. Geopolitical-risk adjustment further lowers coordination after 2022 without changing the overall temporal pattern. From a sustainability perspective, these findings suggest that Japan’s hydrogen transition requires better coordination among policy support, industrial development, and resilient supply structures. The proposed framework provides a transferable approach for assessing the coordination and sustainability of hydrogen transitions in energy-constrained economies.
