English
This deposit records every condition attached to public support for carbon capture in the US, Canada and Alberta from 2005-2026, classifying them as delivery, conduct, retention conditions or derisking devices. It provides a census of 67 funding instruments, a ledger of 46 conditions, 28 capture projects and reproducible code, showing how subsidy conditionality allocates shortfall risk.

📝 gxceed 編集解説 — Why this matters
In the global GX context
As governments scale 45Q-style and contract-for-difference CCS subsidies, this work offers a systematic framework for how conditionality shifts delivery risk onto recipients—directly relevant to ISSB-era disclosure of subsidy dependence and transition finance structuring.

📄 Abstract(原文)
The evidence behind the article “Who absorbs the shortfall? Derisking and the selection of conditions in North American carbon capture subsidies”. It records every condition attached to public support for carbon capture in the United States, Canada and Alberta from 2005 to 2026, and classifies each by what it exposes the recipient to: delivery conditions (money withheld, reduced or recovered according to the tonnes a plant captures or stores against a figure fixed in advance), conduct conditions, retention conditions and derisking devices. The workbook holds a census of 67 federal and Alberta funding instruments (sheet T18); a ledger of 46 conditions with the codebook, the counts and twelve alternative codings, all computed by formula (T17 and Summary); a consistency check of the classes by model coders (T17b); a census of 28 capture projects with their outcome classes and the coders’ agreement (T1, T5, T5b); the money tables and terminations (T11, T13); 35 scoped negatives, each with the document that would overturn it (T9); and a provenance table of 225 entries giving, for each fact, the document, its identifier and the passage relied on (T8). The outcome coding materials are carried from version 4.3: the frozen coder instructions, the evidence pack, the worked example, the class reference, the blank coding sheet, the reliability calculator and both coders’ returns. classify.py writes each ledger row’s money rule as code and computes whether a plant capturing a tenth of its design keeps the support (exposure_rules.csv in, computed_rows.csv out). fig1.py and fig2.py redraw Figures 1 and 2 from fig1_events.csv and fig2_data.csv. model_coder_instructions.md gives the instructions used in the consistency check. checksums.txt lists the SHA-256 of every new file.
