📄 Abstract(原文)

This paper examines whether international climate policy agendas such as the net-zero transition, emissions trading systems (ETS), and carbon markets are driving policy change in Pakistan and integrating into existing institutions and sectors in ways that could support progress toward carbon neutrality by 2040. Using Pakistan's updated nationally determined contribution (NDC), climate policy framework, and draft roadmap for carbon pricing and emissions trading, we describe evolving targets, institutions, and planned implementation steps. The analysis highlights new 50% emission reduction targets by 2030, the establishment of a National Carbon Markets Committee, and ETS plans for the power and cement sectors covering 27% of national emissions. While there is evidence of strong political will, measurement, reporting, and verification (MRV) systems, registries, and auction platforms remain weak. Subsidy reform and energy grid improvements are also lagging, and while ETS pilots could begin within two to three years if adequately funded, achieving 2040 goals will require accelerated action on data, skills, and climate finance. By drawing on lessons from other emerging markets, this paper identifies governance and technical capacity gaps that must be addressed to build credible carbon pricing mechanisms and proposes that closing these gaps offers a forward-looking pathway toward equitable low-carbon development in Pakistan and similar emerging economies.
