English

Using input-output analysis and policy review, this study examines how phasing out coal affects women workers in East Kalimantan, Indonesia. Though women are only 2% of the coal workforce, removing coal mining would leave about 17% of women workers unemployed. It traces women's low participation to domestic-care expectations, limited skills and decision-making access, and environmental degradation, arguing for coherent gender-inclusive just-transition policy.

In the global GX context

Adds a gender-disaggregated, quantitative lens to just-transition debates that global disclosure frameworks (ISSB social metrics, EU CSRD workforce reporting) are only beginning to capture, offering a replicable IO-based method for assessing distributional impacts of coal phase-out.

📄 Abstract(原文)

Indonesia's energy policies lack gender-disaggregated strategies and do not acknowledge the different impacts of energy transition on women, potentially perpetuating systemic inequalities, especially in coal-producing regions where local economies depend on coal and women's roles are largely unrecognised. While previous relevant studies in Indonesia have examined the employment impacts of coal phase-down and promoted gender mainstreaming in energy access and leadership, few have identified the gender-differentiated labour impacts.Addressing this gap, this study employs a mixed-methods approach to identify the future impacts of energy transition on women workers in coal-producing regions. We use Input-Output analysis to examine the gendered labour impacts of moving away from coal, showing that around 17 per cent of women workers will be unemployed if coal mining were removed from East Kalimantan's economy, despite women constituting only 2 per cent of the coal workforce. Moreover, drawing on literature and policy documents, we understand that women's low labour participation and economic marginality stem from expectations of domestic responsibility, limited access to skills and decision-making forums, and environmental degradation. These findings highlight the challenges in achieving a 'just energy transition' in Indonesia and the need for coherent policies that incorporate the gendered impact of energy transition. 1 Abidah B.
