English

Using China's 2010 science-and-technology finance pilot as a quasi-natural experiment, this study applies a staggered DID to panel data from 282 prefecture-level cities (2010–2023). The pilot promotes urban low-carbon energy structure transition, robust across tests. Mechanisms run through credit supply, green technological innovation, and AI development, with stronger effects in regions with better resource endowment, marketization, and digital infrastructure.

In the global GX context

This adds Chinese quasi-experimental evidence that blending science/tech policy with finance accelerates urban low-carbon energy transition, relevant to global debates on transition finance and public credit supply for decarbonization. The finding that digital infrastructure and marketization amplify effects speaks to how ISSB/TCFD-aligned capital allocation interacts with local institutional capacity.

📄 Abstract(原文)

This article tests whether science and technology finance (STF) enhances the urban low-carbon energy structure transition. Treating China’s 2010 pilot policy for integrating science and technology with finance as a quasi-natural experiment, we use panel data for 282 prefecture-level cities (2010–2023) and employ a staggered DID model. The findings show that the pilot policy promotes the low-carbon energy structure transition, and the finding remains robust after a series of tests. Mechanism analysis indicates that the effect operates mainly through credit supply, green technological innovation, and artificial intelligence development. Heterogeneity analysis further shows that the policy effect is more pronounced in regions with stronger resource endowment, higher marketization, and better digital infrastructure.
