As global climate change intensifies, Green Electricity Certificates (GEC) serve as a critical market tool for renewable energy development and carbon emission reduction. However, GEC markets face challenges of low liquidity and mismatched fiscal policies. This paper develops a comprehensive supply-demand model integrating tax credit and tiered carbon tax mechanisms to regulate GEC market efficiency. We propose an ε-constraint based multi-objective optimization algorithm to balance economic benefits and environmental outcomes. Using actual transaction data from a provincial grid corporation in China (2022–2024), simulation results demonstrate that enhanced fiscal policies (tax credit coefficient 0.10, tiered carbon tax rates of (200,100) RMB/certificate) increase corporate procurement to 1.6 million certificates, achieving 68% higher carbon reduction benefits compared to the baseline scenario. Furthermore, market stability is maintained under ±20% price fluctuations. Comparative analysis with weakened policy scenarios validates the algorithm’s superior policy sensitivity and market regulation capability. This research provides a quantitative decision-making framework for green mechanism design in power market trading.
