English

Using a 48-country Sub-Saharan Africa panel (2010–2022), this study applies Method of Moments Quantile Regression to test whether adaptation and mitigation finance affect ecological footprint differently. Mitigation finance reduces footprint with effects growing toward upper quantiles, while adaptation finance works mainly at lower and middle quantiles; the two differ significantly at the tails. Findings support allocating each finance stream by a country's position in the footprint distribution.

日本のGX文脈において

日本のGX実践への直接の示唆は限定的だが、適応と緩和で資金効果が異なるという知見は、トランジションファイナンスと適応金融の役割分担を議論する日本企業・政策当局にとって参照価値がある。

In the global GX context

Adds empirical nuance to the global transition-finance debate by showing adaptation and mitigation capital have distinct, distribution-dependent effects—relevant as ISSB/TCFD disclosure and blended-finance frameworks increasingly separate adaptation from mitigation flows.

📄 Abstract(原文)

Climate finance to Sub-Saharan Africa has grown, yet the region's ecological footprint continues to exceed its biocapacity. Most studies treat climate finance as a single aggregate and estimate average effects. This study asks whether adaptation and mitigation finance affect ecological pressure differently and whether their effects vary between low-footprint and high-footprint countries. Using a panel of 48 Sub-Saharan African countries over 2010 to 2022, it measures adaptation and mitigation finance as disbursements per capita from the OECD Climate-Related Development Finance database and ecological footprint per capita from the National Footprint and Biocapacity Accounts. After tests for cross-sectional dependence, slope heterogeneity, unit roots and cointegration, the study applies the Method of Moments Quantile Regression, tests the equality of the two finance coefficients at each quantile, and separates the carbon and land-based footprint components. Mitigation finance reduces the ecological footprint, with effects that grow toward the upper quantiles, whereas adaptation finance reduces it mainly at the lower and middle quantiles. The two effects differ significantly at the tails of the distribution. The findings support allocating each stream according to a country's position in the footprint distribution.
