📄 Abstract(原文)
Carbon pricing imposed by a single trading bloc (i.e. unilateral) generates leakage when regulated firms lose competitive advantage to producers in unregulated economies, raising imports of carbon-intensive goods and offsetting domestic emission reductions. As the European Union (EU) Carbon Border Adjustment Mechanism (CBAM) enters its operational phase, predicting leakage intensity at the sector level has become a pressing policy requirement. The present study applies Random Forest (RF), eXtreme Gradient Boosting (XGBoost), and Support Vector Machine (SVM) to the bilateral EU Emissions Trading System (ETS) trade panel of Wang and Kuusi [1], covering 65 countries across five ETS-regulated sectors for 2000–2018, and benchmarks results against OLS and Logistic Regression baselines. For $\mathbf{C O}_{2}$ content regression, XGBoost achieves $\mathbf{R}^{2}=$ 0.965 against an Ordinary Least Squares (OLS) baseline of 0.561, a gain of +0.404. For binary leakage classification using ETS policy variables only, XGBoost attains Receiver Operating Characteristic Area Under the Curve (ROC-AUC) $=0.765$ against a Logistic Regression baseline of 0.738, a gain of +0.028. Permutation feature importance identifies International Standard Industrial Classification (ISIC) sector code as the dominant predictor (importance $=0.200$), far exceeding all ETS phase dummies combined (< 0.005). This result suggests that sectoral leakage heterogeneity is associated with the structural carbon intensity embedded in production technology rather than ETS policy timing, with direct implications for sector-specific CBAM tariff design.
