English

This paper quantifies the future economic value destruction from approving the Rosebank and Jackdaw oil and gas fields in the UK, using peer-reviewed estimates of cumulative climate damages to 2100 under a 2°C-compliant pathway. It highlights the need to integrate economic and environmental assessments in licensing decisions. The authors provide a Python notebook and data for reproducibility.

📝 gxceed 編集解説 — Why this matters

In the global GX context

This paper contributes to global discussions on transition finance and climate risk by providing a replicable method to quantify the economic damages of new fossil fuel projects. It challenges the separation of economic and environmental assessments in regulatory frameworks, aligning with ISSB and TCFD expectations for integrated risk disclosure.

Provides a methodological framework for integrating climate damage estimates into project-level economic assessments.

Offers a tool for companies to assess the long-term financial risks of fossil fuel investments in light of climate damages.

📄 Abstract(原文)

Modelled future emissions pathways compliant with limiting global temperature rises to 2C show the need to avoid expansion of oil and gas supply. However, several countries are examining reversals to previous licensing halts or bans for new projects, driven in some cases by energy security concerns as well as the prospects of job creation and economic growth. Despite growing evidence on the economic loss and damage caused by carbon emissions, regulatory assessments for licensing typically treat the economic and environmental aspects separately. Using peer-reviewed estimates of cumulative climate loss and damages to 2100 from future emissions, we quantify the future destruction of economic value from greenhouse gas emissions caused by the approval of the Rosebank and Jackdaw oil and gas fields in the UK. The Python notebook and related datafiles required to recreate the calculations and figures underpinning the draft publication. are included here.
