English
This paper proposes a Multi-Party Computation (MPC) framework integrated with permissioned blockchain to enable cross-border ESG data sharing while preserving corporate confidentiality and national data sovereignty. Using China's PBOC green bond registry and CBIRC green credit platform as benchmarks, it demonstrates 99.99% privacy preservation, sub-700ms latency for eight-party computation, and 48% lower compliance costs versus bilateral data-sharing agreements. The authors frame this as a technical layer for a China-anchored alternative global green finance order.

In the global GX context
Amid ISSB/CSRD-driven global disclosure harmonization, this paper highlights a genuine infrastructure gap: no privacy-preserving mechanism exists for cross-border ESG data aggregation. Its China-anchored framing challenges SWIFT-centric, Western-dominated paradigms and raises strategic questions for jurisdictions weighing interoperability, data sovereignty, and alignment with global baseline standards.

📄 Abstract(原文)
The proliferation of Environmental, Social, and Governance (ESG) disclosure mandates across jurisdictions has exposed a critical infrastructure gap: no privacy-preserving, interoperable mechanism exists for aggregating corporate ESG data across sovereign borders. This paper proposes a Multi-Party Computation (MPC) framework integrated with a permissioned blockchain architecture to enable cross-border ESG data sharing while preserving corporate confidentiality and national data sovereignty. Drawing on China's rapidly evolving blockchain-enabled green finance infrastructure including the People's Bank of China's (PBOC) green bond registry and the China Banking and Insurance Regulatory Commission's (CBIRC) green credit platform we construct a theoretical model and empirical benchmarks demonstrating the framework's feasibility. Our results show the proposed system achieves 99.99% privacy preservation with sub-700ms latency for eight-party computation, while reducing compliance costs by 48% compared to traditional bilateral data-sharing agreements. We argue this framework constitutes a nascent technical layer for an alternative, China-anchored global green finance order that challenges SWIFT-centric, Western-dominated ESG reporting paradigms.
