📄 Abstract（原文）
In a fragmented and multipolar world in which international multilateralism is showing many of its limits, cooperation for addressing climate change through a collective effort is, unavoidably, becoming more fragile. This paper tackles this issue by proposing a novel theoretical approach to structure self-enforcing multilateral environmental agreements for the implementation of rapid and effective climate change mitigation actions. Notwithstanding over three decades of international negotiations and agreements to arrest climate change, both global greenhouse gas emissions and average temperatures continue to increase. This persistent deadlock is due to the fact that the majority of the agreements are non-binding and rely on voluntary compliance, so the underlying social dilemma structure of climate change mitigation remains unaltered compared to a situation with no agreement: the connected benefits are globally shared while countries incur individual mitigation costs, making it strategically inconvenient to cooperate. Given this framework, global climate cooperation succumbs to the propagation of freeriding. To circumvent this conflict that distinguishes many collective action problems, I propose a theoretical novel approach such that a country implements its own climate change mitigation actions by availing itself of the financial resources of a counterpart country, and vice versa. This intersected arrangement overturns the social dilemma that usually paralyzes climate cooperation, thus establishing a voluntary, incentive-compatible, self-enforcing, and socially advantageous mechanism that makes cooperation strategically stable and guarantees the necessary level of climate change mitigation actions. I refer to this approach as a perfect procedure for fair climate cooperation.
