This study analyzes the impact of China's green finance reform pilot policy on urban energy transition using panel data from 277 cities (2011-2022). The policy raises the energy transition index by 1.2% on average via green technological innovation, improving both energy structure and efficiency. Effects vary by city characteristics and transition paths, suggesting the need for expanded pilot zones and targeted policies.

In the global GX context
This paper provides causal evidence on green finance policy effectiveness, relevant for global discussions on transition finance and the design of disclosure-linked incentives. The empirical approach using diff-in-diff and mediation analysis can inform ISSB and TCFD-aligned policy evaluations.

📄 Abstract(原文)
Research HypothesesThe green finance pilot policy significantly promotes urban energy transition. The policy functions via green technological innovation, with high-quality green invention patents playing a stronger mediating role.Policy effects vary across cities with different dynamic energy transition paths. The policy improves energy structure and utilization efficiency synergistically.DataThis study uses panel data of 277 prefecture-level cities in China from 2011 to 2022, collected from official statistical yearbooks and the CSMAR database, with missing data filled by interpolation. We calculate the energy transition index via the coupling coordination model, and adopt policy interaction terms, green patents and urban characteristic variables for analysis.Key FindingsThe policy raises the energy transition index of pilot cities by an average of 1.2%. Green innovation acts as the core transmission channel, especially high-quality innovation. Policy impacts differ among cities and transition paths. The policy optimizes both energy structure and efficiency, with a slightly better effect on energy efficiency.Data Interpretation & ApplicationWe interpret data using difference-in-differences, mediation effect and grouped regression to verify policy effects, mechanisms and heterogeneity. The results support expanding green finance pilots and designing targeted policies to advance low-carbon urban energy transition.
