<p>This paper identifies and structurally defines the Phantom Abatement Loop — a self-reinforcing market mechanism in which corporate transition pressure is converted into offset demand, offset demand into project finance, project finance into reported abatement claims, and unverified abatement claims back into perceived transition progress. We argue that this loop is not an incidental market failure, but an endogenous outcome of three simultaneously operating forces: financed emissions disclosure pressure, the systemic protection of hard-to-abate emitters, and the expansion of publicly-legitimized climate project pipelines whose structural integrity is rarely tested at the level required for financial reliance.<br> The loop’s operative mechanism is not the direct reduction of financed emissions through offset accounting. Current financed-emissions methodologies do not generally allow external offsets to be deducted from attributed borrower emissions. Rather, the mechanism operates through the use of offset-based transition narratives to justify continued credit extension and additional liquidity provision to high-emission borrowers. When abatement claims enter credit assessment processes as qualitative signals of transition effort, rather than as verified physical outcomes, lending decisions may extend institutional exposure without delivering the emissions reductions that nominally justify them.<br> Drawing on ENHANCE Institute’s structural audit of 101 GGGI climate project disclosures, which produced an average structural integrity score of 0.41/1.00 under the ToC:f(x)™ framework, and its portfolio-level analysis of 352 GCF-approved projects, this paper provides preliminary empirical grounding for the supply-side risk embedded in the loop, while recognizing that the underlying structural audit methodology and project-level dataset remain subject to external replication and peer review. Many projects likely to populate future corporate offset pipelines are designed under ODA and development finance logics that do not necessarily require the causal closure, physical verifiability, or MRV precision necessary for credible abatement attribution. The gap between what such projects claim and what their causal architecture can deliver is therefore structural, not incidental.<br> We further identify the conditions under which the loop escalates into systemic financial risk: when unverified abatement claims are financialized as the underlying assets of carbon-linked structured products, performance-based instruments, transition finance facilities, or offset-backed credit decisions. At that point, project failure is no longer confined to the corporate balance sheet or lending portfolio. It may propagate through financial markets as mispriced climate risk.<br> The paper concludes that carbon abatement claims are not self-verifying. When they enter credit markets, they must be treated as conditional, structure-dependent, and auditable. We propose Pre-Finance Structural Audit as the necessary institutional response — functionally analogous to credit assessment prior to capital allocation — and identify the structural conditions such an audit function must satisfy before abatement claims are used as the basis for lending, investment, disclosure, or financial product design.</p>
