This Perspective challenges the expectation that CSRD/ESRS standardization will resolve ambiguity in sustainability reporting. Drawing on an empirical study of Austrian state-owned hospitals, it argues that double materiality assessments do not eliminate uncertainty but institutionalize it as a standing governance task, requiring continuous interpretation and revision as regulation, climate risks, and stakeholder demands evolve. Materiality is reframed from a one-off compliance exercise into a recurring organizational capability—a continuous ESG governance cycle.

In the global GX context
As CSRD/ESRS and ISSB standards push double materiality into mandatory territory, this paper warns that compliance alone will not stabilize materiality judgements. It reframes disclosure infrastructure as an ongoing governance capability, relevant to regulators and standard-setters designing continuous reporting regimes and to global scholarship on the institutionalization of ESG.

📄 Abstract(原文)
The Corporate Sustainability Reporting Directive (CSRD) and the European Sustainability Reporting Standards (ESRS) are widely expected to reduce ambiguity in corporate sustainability reporting by standardizing how organizations identify and disclose material issues. This Perspective challenges that expectation. Informed by findings from a prior empirical study of Austrian regional state-owned hospitals, we argue that mandatory sustainability reporting does not eliminate organizational uncertainty but transforms it into an ongoing governance challenge. Rather than producing a stable set of material issues, double materiality assessments require organizations to continuously interpret, negotiate, and revise sustainability priorities as regulatory expectations, climate risks, and stakeholder demands evolve. This reframes double materiality from a one-off compliance exercise into a recurring organizational capability, extending prior accounts of materiality as contested and negotiated by showing that mandatory regulation institutionalizes this contestation as a standing governance task rather than resolving it. Building on institutional theory and sensemaking research, we conceptualize this as a continuous ESG governance cycle rather than a linear compliance process. The effectiveness of future sustainability reporting may depend not only on increasingly sophisticated reporting standards, but also on organizations’ capacity to govern the uncertainty inherent in evolving materiality judgements, with direct implications for materiality assessment in public-sector and healthcare organizations.
