As global climate governance advances and China’s “Dual Carbon” goals continue to be implemented, green finance serves as a core tool supporting the economic transition to a low-carbon model. Portuguese-speaking countries possess abundant green resources, yet deficiencies in their own standards systems have led to increased cross-border financing costs. Leveraging Macau’s role as a bridge between China and Portugal, the Hengqin Guangdong-Macau Deep Cooperation Zone is uniquely positioned to facilitate the international alignment of green finance standards. This paper analyzes the practical foundation and relevant advantages for Hengqin to advance this work and outlines the alignment pathways for three types of standards: green classification catalogs, carbon accounting systems, and environmental information disclosure. Based on the research findings, Hengqin should establish a policy framework that promotes compatibility and mutual recognition, improve cross-border infrastructure, build a green finance service platform for Portuguese-speaking countries, enhance the international influence of China’s green finance standards, and promote high-quality development of Sino-Portuguese green cooperation.
