Abstract: This research report evaluates circular and low-carbon manufacturing competitiveness across Indian states and Union Territories through a comparative and cross-layer ESG framework aligned with Industry 4.0 transition pathways. The analysis connects sub-national industrial belts with the national policy ecosystem and benchmarks India’s transition conditions against G20 and BRICS innovation and governance archetypes: high-regulation high-trust, fast-scaling innovation, frugal/emerging-economy scale, security-first, and ESG-integrated models. The report examines how policy signals, infrastructure readiness, data and standards interoperability, talent and skilling, innovation and investment flows, adoption maturity, risk and trust governance, and outcome pathways interact to shape state-level prospects for sustainable industrial growth. A named assessment instrument—the Circular and Low-Carbon Manufacturing ESG Competitiveness Index (CLM-ECI)—is introduced to enable transparent, replicable readiness and transition assessment using domain-credible open sources relevant to manufacturing, energy, emissions, resource efficiency, and industrial modernization. A structured scoring rubric and data protocol are proposed to support consistent state-level coding of policy intent, implementation instruments, and measurable transition enablers. An illustrative eight-state scorecard demonstrates interpretive use of the index without asserting definitive empirical rankings. The cross-layer synthesis indicates that India’s most plausible near- and mid-term pathway involves combining frugal scale infrastructure sharing with standards-led assurance, demand-pull procurement for green manufacturing, and accelerated reskilling for digital and sustainability twins. International lessons suggest that ESG competitiveness in manufacturing is increasingly shaped by export-aligned compliance capabilities, credible measurement systems, and regional industrial ecosystems that can translate circularity pilots into scalable supply-chain practices.
