English
This paper presents the scientific and methodological basis of CLEVER, an EU-supported standard for lifecycle GHG emission factors of transport fuels and energy carriers. Aligned with ISO 14083 and central to the upcoming CountEmissionsEU regulation, CLEVER uses a modular attributional LCA integrating well-to-tank and tank-to-wheel emissions, adding indirect land use change, methane slip, black carbon, and hydrogen leakage. It harmonises system boundaries and modelling rules, supports both default and operator-specific data, and advances data quality scoring and certification linkage.

📝 gxceed 編集解説 — Why this matters
In the global GX context
CLEVER directly feeds into the EU's CountEmissionsEU regulation and ISO 14083, setting a harmonised benchmark for transport emission factors that will shape Scope 3 transport accounting and disclosure under CSRD/ISSB globally. Its treatment of emerging fuels (hydrogen leakage, methane slip, ILUC) offers a methodological template for other jurisdictions building transport decarbonisation tracking.

📄 Abstract(原文)
Abstract Reliable and harmonised GHG emission factors are essential for enabling fair and transparent climate impact comparisons across transport services. However, current methodologies are fragmented, with limited treatment of emerging fuels, inconsistent data handling, and poor integration of upstream energy carrier pathways. This paper presents the scientific and methodological basis of the CLEVER framework, a new EU supported standard to calculate lifecycle based GHG emission factors for transport fuels and energy carriers. Designed in alignment with ISO 14083 and as a core component of the upcoming CountEmissionsEU regulation, CLEVER introduces a modular, attributional LCA based approach that integrates upstream well to tank and operational tank to wheel emissions. The framework improves on existing approaches by clarifying system boundaries, harmonising modelling rules, and incorporating additional climate relevant sources such as indirect land use change, methane slip, black carbon, and hydrogen leakage. It supports both default factors and operator specific data, enabling comparability while also rewarding more accurate, fuel pathway specific assessments. CLEVER advances best practice in data quality scoring, certification linkage, and reporting granularity, creating a credible foundation for industry wide decarbonisation tracking and digital emissions integration in transport.
