The article substantiates the theoretical and methodological foundations for the formation of an integrated ESG+ST-oriented management system for small and medium-sized enterprises (SMEs) in the agricultural sector under conditions of large-scale transformation. The relevance of the study is driven by the growing impact of wartime risks, climate change, institutional instability, and European integration processes, which collectively necessitate a transition from fragmented and short-term managerial practices to comprehensive sustainability-oriented governance models. The study extends the traditional ESG (Environmental, Social, Governance) framework by incorporating two additional dimensions – Security and Temporal – thus forming the ESG+ST model. The security dimension is conceptualized as a systemic component that integrates risk management, business continuity, cybersecurity, physical protection, and adaptive capacity under crisis conditions. The temporal dimension ensures the coordination of short-, medium-, and long-term managerial decisions, thereby strengthening strategic flexibility and long-term value creation in SME development. A key contribution of the research is the development of an integrated ESG+ST management model structured around three interrelated functional blocks: monitoring, responsibility, and support. The monitoring block provides a data-driven analytical foundation through the continuous collection, processing, and evaluation of ESG+ST indicators, enabling dynamic assessment of sustainability performance. The responsibility block defines the economic, social, and environmental obligations of enterprises, embedding sustainability principles into corporate behavior and stakeholder relations. The support block ensures the institutional, financial, and technological capacity required for effective implementation of ESG+ST strategies, including regulatory mechanisms, green financing instruments, and innovation-driven tools. The article also highlights the strategic importance of clustering as an organizational mechanism that enhances cooperation among SMEs, reduces resource constraints, and generates synergistic effects through shared infrastructure, knowledge exchange, and joint innovation. Digitalization is identified as a key enabling factor that increases transparency, improves resource efficiency, and supports real-time decision-making through advanced monitoring systems and data analytics. In addition, institutional support – particularly state regulation, ESG reporting standards, and financial incentives – plays a crucial role in accelerating the adoption of sustainable business practices. The findings demonstrate that the proposed ESG+ST framework significantly enhances the resilience, adaptability, and competitiveness of agricultural SMEs. It facilitates their integration into global value chains, strengthens investment attractiveness, and aligns their development trajectories with international sustainability standards. The proposed model provides a conceptual and practical basis for transforming SME governance in the agricultural sector toward a more resilient, innovation-driven, and sustainability-oriented paradigm.
