The global imperative to mitigate climate change necessitates innovative frameworks that enable the transition toward net‐zero energy systems. For Qatar, a hydrocarbon‐based economy, this transition presents distinct challenges and opportunities aligned with the Qatar National Vision 2030. This study introduces a Green Finance Policy Investment Framework specifically designed for Qatar's socioeconomic and environmental context. It focuses on establishing a green taxonomy, developing innovative financial instruments, and formulating policy mechanisms that align national priorities with the Sustainable Development Goals (SDGs). The framework underscores the importance of private sector engagement, public–private partnerships, and international collaboration to mobilize capital for the national energy transition. It integrates two core research dimensions: first, the development of coherent legal and regulatory systems that foster investment by ensuring market openness, property rights protection, and corporate transparency; and second, the strategic use of climate policy to overcome barriers to low‐carbon investment through financial instruments that leverage limited public funds to attract private capital. Building on global initiatives to expand climate finance, the framework emphasizes the role of multilateral development banks and private investors in advancing climate action. Aimed at a domestic policy audience, the study provides insights into how Qatar can reform its institutional and financial policies to stimulate private investment in low‐carbon and climate‐resilient infrastructure under fiscal constraints. Beyond conceptual analysis, it evaluates Qatar's evolving energy landscape and proposes actionable strategies for green finance to accelerate innovation, economic diversification, and global competitiveness.
