📄 Abstract(原文)

Building Energy Benchmarking and Disclosure (BEBD) policies have emerged as an important policy instrument for improving building energy performance and supporting climate mitigation goals, yet global evidence on their design, implementation, and effectiveness remains fragmented. This study addresses this gap through a systematic review of 31 peer-reviewed articles on global mandatory BEBD policies, combining policy-based coding of regulatory design with thematic coding of reported impacts, benchmarking metrics, and implementation challenges. The findings indicate that mandatory public disclosure, more than benchmarking alone, is the primary driver of improvement. By reducing information asymmetry, benchmarking has been associated with approximately 5–14% reductions in energy intensity in major city-level programs, including those in New York City and Chicago. Persistent challenges remain, including inconsistent data quality, the limited predictive value of static annual metrics that can obscure inefficiencies such as unoccupied base loads, weak links to broader climate policies, and operational performance gaps related to occupant behavior and building management. The study proposes strategies to strengthen BEBD implementation, including phased and locally calibrated policy frameworks, multi-metric benchmarking approaches, transparent public disclosure, technical and financial support for building operators, and stronger integration with building performance standards and retrofit policies. These findings provide a global evidence base for more effective and scalable BEBD policy design.
