📄 Abstract(原文)

Abstract In 2023, the International Sustainability Standards Board issued a global baseline for investor-focused sustainability disclosure. This article compares how Singapore and Thailand translate that baseline into domestic legal accountability. It separates reporting and measurement duties from the conditions governing supervision, liability and remedy. Singapore provides the more determinate climate-disclosure benchmark for listed companies already within its phased regime, supported in a narrower field by verified carbon-tax data. Thailand places sustainability information in a mandatory statutory filing and may expose directors and executives to substantial consequences once a material falsehood is established, but its international-baseline principles still awaited final implementing instruments at the 30 July 2026 cut-off. Neither system combines clear content requirements, reliable evidence, attribution, fault, standing and effective remedies into a complete accountability chain. Common reporting language can therefore coexist with materially different legal consequences, especially for commercial parties outside investor-protection law.
