English

Examines alignment between sustainability reporting controls and labelled green-debt disclosures for 12 Shanghai-listed infrastructure firms across transport, energy and environmental services. Five controls (assurance, boundaries, oversight, frequency, accountability) were coded; six issuers had active labelled green or carbon-neutral debt in 2025. Median control scores were 6.5 for labelled issuers vs 8.0 for others, with no significant difference (p=0.584). The key finding is uneven reporting specificity rather than a clean financing-group separation.

In the global GX context

Adds empirical evidence on how reporting controls (assurance, boundaries, oversight) relate to labelled green debt in an emerging-market infrastructure context, informing ISSB/CSRD debates on assurance and greenwashing risk in transition finance.

📄 Abstract(原文)

Public sustainability reports and green-debt filings describe different aspects of infrastructure investment. Their alignment is examined for 12 Shanghai-listed companies across transport, energy and environmental services using 2025 reporting summaries and issuer-level debt disclosures. Five reporting controls are coded for assurance, organisational boundaries, oversight, reporting frequency and accountability. Six issuers had explicitly labelled green or carbon-neutral debt active during 2025. Boardlevel or tiered oversight met the higher coding criterion in nine companies, whereas full-report assurance was stated in five and assessment-based accountability in three. Median control scores were 6.5 of 10 for labelled issuers and 8.0 for the other firms. Exact label permutation, retaining tied scores, yielded p = 0.584; the sector-stratified result was p = 0.813. Company profiles revealed different combinations of verification and internal control beneath similar totals. The main finding is uneven reporting specificity rather than a clear financing-group separation. Infrastructure financing review therefore benefits from matching the legal issuer, reporting perimeter and project evidence, while treating reported controls as distinct from verified operating performance. These distinctions give practical content to sustainable development reporting.
