📝 gxceed 編集解説 — Why this matters

In the global GX context

The EU framework is the reference model for global disclosure infrastructure (CSRD/ISSB interoperability), and the 2025 Omnibus rollback is a pivotal test case for how jurisdictions balance transition ambition with regulatory burden. It informs ISSB adoption debates and transition finance taxonomy design worldwide.

📄 Abstract(原文)

The transformation of the European economy toward climate neutrality and sustainable development requires not only ambitious public policies but also a significant reorientation of capital flows. In this context, sustainable finance has become a key instrument through which the European Union seeks to align financial markets with long-term environmental and social objectives. Achieving the objectives of the European Green Deal requires mobilizing substantial public and private resources and establishing a coherent regulatory framework for classifying sustainable activities and financial flows. The aim of this chapter is to analyze the evolution of the EU sustainable finance framework from the 2018 Action Plan to the 2021 Strategy for Financing the Transition to a Sustainable Economy and to assess its role in financing the transition toward a sustainable economy. Particular attention is paid to the internal architecture of the system, its implementation gaps, and the impact of the regulatory changes introduced by the Omnibus package in February 2025, examined in the context of shifting geopolitical conditions. The chapter investigates the extent to which the adopted measures strengthen the coherence and effectiveness of the EU regulatory ecosystem and whether they enable the effective mobilization of capital needed to achieve transition objectives.
