English

This chapter examines how China's Belt and Road Initiative (BRI) is shifting from traditional infrastructure toward a low-carbon renewable energy model. It assesses the Green BRI framework's public finance instruments, green financing tools, and risk management, highlighting green public financial management, green budget tagging, and carbon shadow pricing as mechanisms to redirect investment from carbon-intensive projects to renewables. It also evaluates China's financial infrastructure via the AIIB and Silk Road Fund, arguing that Green BRI now provides a financial framework supporting low-carbon transition aligned with the SDGs.

📝 gxceed 編集解説 — Why this matters

In the global GX context

This chapter adds to global transition finance scholarship by detailing how China operationalizes green public financial management and carbon shadow pricing within the BRI, offering a comparative model for TCFD/ISSB-aligned disclosure and transition finance frameworks beyond the EU and US. It also informs international debates on cross-border green investment standards and the role of multilateral development banks.

📄 Abstract(原文)

In this chapter, the authors consider the evolution of energy investments under China's Belt and Road Initiative (BRI) from traditional infrastructure projects toward a sustainable, low-carbon renewable energy model. They specifically assess the transformation of the BRI strategy as it relates to the Green BRI framework in terms of its public finance instruments, green financing tools, and risk management. They highlight the role of analytical instruments, such as the green public financial management approach, green budget tagging, and carbon shadow pricing, in channeling investments from carbon-intensive initiatives to renewable energy infrastructure projects. In addition, they explore the effectiveness of China's financial infrastructure, which has been developed with the Asian Infrastructure Investment Bank, and the Silk Road Fund. They argue that the Green BRI model has transcended mere physical connectivity, establishing a financial framework that supports the transition to a low-carbon economy in alignment with the 2030 Sustainable Development Goals.
